C'est un sujet dont à Berlin on n'aurait jamais voulu parler. Un sujet qui ne s'évoque qu'en petit comité, un débat dont beaucoup disent qu'il ne faut pas le tenir en public. Et pourtant les Allemands commencent à en parler. Un article dans le Spiegel où l'on évalue l'option d'une dissuasion européenne, un éditorial dans le Frankfurter Allgemeine Zeitung a même évoqué l'option d'armes nucléaires allemandes. On avait déjà remarqué que les Allemands étaient vraiment troublés par la perspective du président Trump. Ça se confirme... Voici la version anglaise de l'article du Spiegel. La version originale n'est pas en accès libre. Je traduis juste des extraits, je conseille la lecture de tout l'article qui est bien informé et considère la question de manière assez approfondie.

Bonjour à tous . Je me suis décidé à ouvrir ce file , car la compétition commence ce premier semestre de cette année , avec livraison des premières armes en 2020 , s'étalant sur 6 ans . Bon pour l'instant je ne connais pas tout les concurrents qui ce présente . HK possède 2 produits , le HK 416 ainsi qu'un autre modèle ( j'ai oublié le chiffre du modèle ) . Je viens de voir que l'industriel allemand Rheinmetall et la société autrichienne Steyr Mannlicher ont collaboré à la réalisation d'un FA modulaire 5,56 x45 mm standard OTAN en vu de le proposer à la Bundeswehr , et il a de bons arguments qui pourrait plaire aux militaires allemands . Donc reste à connaitre les autres candidats pour cet appel d'offre . Bon il va y avoir sûrement divers intérêts qui pousseront à l'achat de tel arme plutôt qu'une autre , dépassant le cadre de qualité demandé par les militaires . J'ai lu sur le file HK416F que HK avait gagné en justice face au gouvernement allemand dans cette affaire de surchauffe du G36 ( je me demande quels sont les arguments concret qui ont permis à HK de gagner en justice ) . Donc quels peuvent-être les choix hors contexte qualité/prix qui pourraient voir le gouvernement opté pour un FA plutôt qu'un autre ? Quand l'armée française était dans la phase appel d'offre , une délégation de la Bundeswehr était venu observer le travail des militaires français dans la phase test des armes proposées . On peut penser que la Bundeswehr avait peut-être pas l'habitude de cettz façon de faire au niveau test , puisque plus ou moins elle avait l'air de ce faire imposé une arme .Bien évidemment les armes étaient de qualité , mais sans avoir une grande marge de manoeuvre pour les tests , peut-être que la façon de faire des français étaient plus pragmatique dans les tests . On peut aussi imaginer l'intérêt de voir une arme commune entre la France et l'Allemagne, simplifiant les coûts et le soutien tout en ayant une portée politique importante , le moteur franco-allemand reprenant une place après cette longue période ou l'Allemagne a trop pesée dans l'Union . Maintenant peut-on imaginer un règlement de compte suite à l'affaire du G36 et la surchauffe de son canon , la justice allemande ayant tranchée , mettant hors de cause HK . On peut imaginer que le gouvernement allemand opte pour le RS556 de Rheinmetall et Steyr Mannlicher , bien évidemment par rapport aux qualités de l'arme ( je pense qu'il n'y aura pas de différence notable entre HK et Rheinmetall/Steyr Mannlicher ) , histoire de faire payer à HK cette victoire en justice . On a aussi cette possibilité, le choix de continuer le principe de vitrine industrielle , qui voit la Bundeswehr être la vitrine de l'industrie allemande , et donc de mettre en avant les dernières innovations de l'industrie allemande . Donc il y a divers enjeux qui pourrait voir l'armée allemande adopter un FA plutôt qu'un autre et cela bien au delà du contexte qualité/prix qui sera bien évidemment pris en compte ( comme expliqué plus haut ) . Bien évidemment il y aura d'autres concurrents qui proposeront aussi des produits de qualité , mais ne soyons pas dupe , participer à un appel d'offre du remplacement d'une arme équipant l'armée d'un pays faisant parti du club de ceux qui maîtrise la fabrication d'armes légère risque de ne pas les voir être retenu . Donc on va peut-être observé un appel d'offre qui pourrait surprendre , enfin qui pourrait nous montrer le vrai visage de l'Allemagne selon le choix qui sera fait . Messieurs le file est ouvert !

Je crois qu'il pourrait être intéressant de discuter la politique étrangère de la France par rapport à ses deux partenaires fondamentaux. Non seulement le sujet a toujours été important, mais il promet de le devenir encore davantage à court terme. Il s'agit évidemment des Etats-Unis et de l'Allemagne - La principale puissance d'Europe, avec sa première économie et surtout la plus forte influence - voire une influence absolument déterminante - sur les institutions de l'UE, dont la France est actuellement dépendante non seulement pour la gestion de sa monnaie mais encore pour le budget ou la définition de la politique économique par exemple le droit du travail et la baisse des charges des entreprises. A la fois le pays voisin le plus puissant et le pays dont l'influence se fait sentir le plus nettement dans la vie quotidienne de la population - La superpuissance, unique et pour un certain temps encore si l'on se rappelle toutes les dimensions que le terme "superpuissance" inclut, puissance militaire, culturelle et diplomatique notamment, la Chine étant certes équivalente grosso modo sur le plan économique, mais sur celui-là seulement. L'influence diplomatique et culturelle de l'Amérique sur la France est évidemment sans pareille

Turkey’s BMC, Germany’s Rheinmetall AG and the Malaysia-based Etika Strategi announced that they launched a Turkey-based joint venture with a view to cooperation in armored solutions. The companies said that the joint venture would focus on wheeled and tracked armored vehicles. “This will be a joining of forces aiming at the Turkish, Gulf, Malaysian and other Asian markets, with quite a long-term vision,” an industry source in Turkey said. He said that the deal may also mean Rheinmetall may partner with BMC in Turkey’s multibillion-dollar contract for the production of hundreds of new-generation main battle tanks under the indigenous program dubbed the Altay. “But apparently this [deal] aims more than the Altay contract,” he said. “It looks more international than local.” BMC will be one of the bidders in a deal for the serial production of the Altay, Turkey’s first indigenous battle tank. The program will involve the production of 1,000 tanks with an initial batch of 250. The Altay was developed by Otokar, a rival of BMC. The Turkish government commissioned Otokar to build four Altay prototypes under a $500 million program. The tanks are now undergoing field tests. BMC’s owner, businessman Ethem Sancak is known to be a close friend of Turkey’s president, Recep Tayyip Erdogan. Earlier this year, BMC was given land to relocate its plant. The government decided to allocate 222 hectares to the company in support of its expansion plans. BMC will relocate from Izmir on Turkey’s western coast to Sakarya. "
