Turks Agree To Speed up Fighter Program

ANKARA — Turkey's government and military leaders have agreed to speed up the country's crawling program for the design, development and production of an indigenous fighter jet.

Officials here said there is a broad "administrative agreement" over a need to give the program a boost.

"The program will gain notable pace after the [parliamentary] elections [on June 7]," said one senior procurement official familiar with the program, dubbed TF-X. "There is consensus among the president [Recep Tayyip Erdogan], prime minister [Ahmet Davutoglu] and the Air Force that the program should go ahead with a 'priority tag.' "

An Air Force official assisting the program said the top brass in the service is "keen to go faster than before."

"Maximum [expert] input possible will be provided from our side," he said. "This is now an established policy."

Early in March, the Undersecretariat for Defense Industries (SSM) procurement agency released a request for information (RFI) for the ambitious TF-X.

In that document, SSM defined the scope of the fighter program as "indigenous design, development and production activities of the first Turkish fighter aircraft to meet Turkish Armed Forces' next generation fighter requirements and replace the existing F-16 fighter fleet starting from 2030s."

Companies or organizations capable of designing, developing and manufacturing the planned aircraft are invited to obtain an electronic copy of the RFI from SSM.

SSM officials say the release of the RFI marks a critical stage for the program, aiming "to see which companies would be willing to take part and which capabilities will be offered."

"We expect a satisfactory level of international interest," the procurement official said. "We already unofficially know that a number of foreign manufacturers hope to be part of this program."

He said a new roadmap also has been devised. The first thing Ankara will do, he said, is put together a team of SSM and Air Force officials that will be expected to run the program until the end.

"Soon there will formally be an enthusiastic team working on the ideal modality for the program," the official said. "That team is being structured at the moment."

Turkey's top procurement panel, the Defense Industry Executive Committee, chaired by Davutoglu, officially decided on Jan. 7 to go ahead with the TF-X program after reviewing its feasibility.

At the meeting, the committee decided to move beyond the pre-concept design stage. It said a twin-engine model would be pursued in the national fighter aircraft program.

Other members of the committee are Defense Minister Ismet Yilmaz, Chief of Military General Staff Gen. Ncdet Ozel and chief procurement official, Ismail Demir, head of the SSM.

Davutoglu has said that a twin-engine model would be pursued in the national fighter aircraft program.

But the procurement official said this is not an irreversible decision. "We remain flexible on the choice of engine modality. Depending on our choice of a base model we may rethink that," he said.

He also said the "base model" could be both a NATO or a non-NATO product.

Turkey issues RfI for ambitious TF-X fighter project

Turkey's Undersecretariat for Defence Industries (SSM) issued a request for information (RfI) on 13 March to formally start preliminary design work on its ambitious Turkish Fighter Aircraft (TF-X) programme.

The RfI calls for "the indigenous design, development, and production activities of the first Turkish Fighter Aircraft to meet Turkish Armed Forces' next generation fighter requirements".

The TF-X aircraft is intended to replace Turkey's existing Lockheed Martin F-16 fighter aircraft in the 2030s. The RfI call is open to "companies/organisations which are capable to design, develop, and/or manufacture 5th Generation Fighter Aircraft". The preliminary design work of TF-X fighter is estimated to cost about USD500 million, with a first prototype planned for 2023.

There are understood to be about nine companies interested in the programme, including Lockheed Martin, Shenyang Aircraft Corporation, Dassault, BAE Systems, and Saab. Those interested are required to respond to the RfI by 20 March.

The SSM is expected to issue a request for proposal (RFP) for the TF-X in the third quarter of 2015, with local defence industry sources telling IHS Jane's that this may culminate with the selection of a winner before the end of this year.

Whether the fighter aircraft will have single or twin engines will be decided over time and in parallel to preliminary design work. Among three concepts developed include the development of a single-engine, single-seat, 9 g capable fifth-generation jet fighter. Twin-engine prototypes are said to be about 60% more expensive and more time-consuming to produce.

Turkish Aerospace Industries (TAI), in co-operation with Saab, has previously completed the conceptual design work for the TF-X at a cost of around USD20 million

Turkey and UK agree to develop new fighter aircraft

Turkey and the United Kingdom signed a heads of agreement to collaborate on the development of Turkey's indigenous fifth-generation fighter project on 28 January.

The agreement was signed in Ankara by BAE Systems and Turkish Aerospace Industries (TAI) in the presence of the Turkish prime minister, Binali Yildirim, and the visiting UK prime minister, Theresa May.

The non-binding agreement paves the way for the signature of a contract between the two companies that could be worth over GBP100 million and pave the way for even deeper co-operation over the lifetime of the project.

Known as the Milli Muharebe Uçagi (MMU) project locally and overseas as the Turkish Fighter Experimental (TF-X) project, the programme aims to build a modern air superiority aircraft to replace Turkey's F-16s. Turkey selected BAE Systems as its first choice international partner for the project in late 2015.

May, who is reported to have made preparations for closer post-Brexit trading links her top priority for the Turkey trip, said, "This agreement [TF-X] underlines once again that Britain is a great, global, trading nation and that we are open for business. It marks the start of a new and deeper trading relationship with Turkey and will potentially secure British and Turkish jobs and prosperity for decades to come."

Yildirim stated also during his joint press conference on 28 January with May that the two countries have displayed a common will to improve their economic and security relations.

He further noted that the two countries had forged a strategic partnership in 2010. He added that TF-X "is a project supported fully by both the Turkish Republic and Britain. It is an important project that will further the strength of both countries in the defence industry field".

Turkish president, Recep Tayyip Erdogan, after meeting with May on 28 January, said that Turkey and the United Kingdom can work together in solidarities, both politically and as members of NATO.
