David Cameron is to press the case of the British-backed Eurofighter Typhoons during a visit to India next week, amid hopes that New Delhi's plans to buy a rival French jet in a $14bn (£9m) deal may collapse.

Amid signs that the prime minister's trip could be overshadowed by a row over a separate £483m helicopter deal, No 10 made clear that Cameron would go out of his way to promote the Eurofighter when he meets his Indian counterpart Manmohan Singh.

The prime minister is to make a renewed push for the Eurofighter after François Hollande, the French president, failed to finalise a deal to sell 126 Dassault Rafale fighter planes to Delhi during a trip to India this week. Delhi opted for the French jet in a $14bn deal last year, nudging aside Eurofighter which is made in part by BAE Systems.

A Downing Street official said: "We respect the fact that the Indians have chosen their preferred bidder and are currently negotiating with the French. Of course, we will continue to promote Eurofighter as a great fast jet, not just in India but around the world."

A government source added: "Hollande was in India this week and a deal has not been signed so we will want to find out from the Indians how their talks are progressing with the French."

India and France insisted that they were still determined to finalise the Rafale deal. In a joint statement Hollande and Singh cited the "ongoing progress of negotiations" and added that they "look forward to their conclusion".

Cameron will start his second official visit to India, which will last three days, on Monday as the Indian defence ministry moved to cancel a deal to purchase twelve AgustaWestland luxury AW101 helicopters which are built at the company's Yeovil plant. The Times of India reported on Friday that the defence ministry had issued a formal "show-cause notice" to the Somerset subsidiary of the Italian defence manufacturer Finmeccanica to explain within a week why the contract should still go ahead.

The ministry has frozen payments for the helicopters and has despatched a team from the Central Bureau of Investigation (CBI) to Italy after Italian police arrested Giuseppe Orsi, the chairman and chief executive of Finmeccanica as part of an investigation into allegations that bribes were paid to Indian government officials. Orsi, who denies the allegations, resigned on Friday.

Sitanshu Kar, an Indian defence ministry spokesman, said in a statement: "[The Ministry of Defence] today issued a formal show cause notice to AgustaWestland of UK seeking cancellation of contract. The operation of the contract has been put on hold. The company has been asked to reply to the notice in seven days."

The row over the helicopters is likely to dominate parliamentary proceedings in Delhi as the prime minister visits the Indian capital. Brinda Karat, a politburo member of the

Communist Party of India (Marxist), told the Hindustan Times: "We are not happy with the CBI probe announced by the government, because it acted against the VVIP helicopters matter only after it surfaced in Italy. So, we would like the CBI investigations under supreme court's monitoring."

Defence sales to India will be at the heart of the prime minister's visit, which will largely focus on trade. Britain is confident that a deal to buy 145 M777 Howitzer artillery pieces, manufactured by BAE Systems, to India at a cost of around $0.5bn will soon be sealed.

The prime minister will also be making the case for Tesco which is struggling to break into the Indian market.

The supermarket giant has a wholesale business in India and has teamed up with Tata to run the Star Bazaar hypermarkets.But Tesco is unable to operate what is known as a "multi-brand retail operation" in India – industry speak for proper Tesco outlets selling its own goods. The Indian government is reforming the law to open up the market to international supermarket chains. But Tesco is concerned that the new legislation that is going through parliament imposes an unfair burden on the proportion it would have to pay towards the local infrastructure around new hypermarkets and the high level of local goods they would have to sell.

A government source said: "We do expect the issue of removing barriers to trade to come up during the trip as part of working together with the Indians to open up markets and to unleash opportunities for our businesses to succeed."

India and France sign major deal on SR-SAM air defence system

India and France have concluded negotiations on the joint development of a short-range surface-to-air missile (SR-SAM) for the Indian military.

The programme, valued at INR300 billion (USD5.56 billion), will see the Defence Research and Development Organisation (DRDO) develop the system with the assistance of MBDA.

The announcement was made on 14 February following talks between French President Francois Hollande and Indian Prime Minister Manmohan Singh in New Delhi. Singh also confirmed that negotiations on the procurement of 126 Dassault Rafale aircraft for the Indian Air Force's (IAF's) Medium Multi-Role Aircraft (MMRCA) were also progressing.

The SR-SAM co-development project was initiated in 2007. Under the agreement the DRDO and MBDA will develop a new missile named the Maitri, which draws on technology from MBDA's Vertical Launched MICA (VL-MICA) and the DRDO's now discontinued Trishul point-defence missile. IHS Jane's understands that the motor and seeker elements of the VL-MICA will be used for the Maitri. VL-MICA is currently available with two seeker options, an active radar seeker (MICA-RF) and infra-red seeker (MICA-IR).

The missile will be manufactured in India by the state-owned Bharat Dynamics Limited (BDL), which already has a joint venture with MBDA to produce Milan ER (extended range) anti-tank missiles under licence for the IAF.

COMMENT

The SR-SAM will fill a vital gap in India's air defence network, which the army has identified as its most urgent procurement requirement. The network currently consists of ageing Soviet-built S-125 (SA-3 'Goa') and Osa (SA-8 'Gecko') SAMs, of which 97% are obsolete, Chief of Army Staff General Vijay Kumar Singh was quoted as saying in April 2012. Under current plans, in addition to the SR-SAM programme, the army will acquire two regiments of the indigenous Akash SAM system.

An industry source told IHS Jane's that the deal's massive USD5.56 billion cost "can only be understood as the life-cycle cost of the whole programme on assumptions of a certain number of army, air force and navy [shipborne] units to be equipped". This would back up reports from local sources, which said that the Maitri would be built in two basic versions: a shipborne point-defence and tactical air-defence version for the navy; and a land-based self-propelled launcher-based system for the air force and army.

India is a key export customer for MBDA. This announcement comes on the heels of the down-selection of the company's ASRAAM air-to-air missile for IAF's upgraded Jaguar fleet, along with a INR66 billion (USD1.2 billion) weapons package for the IAF's fleet of Dassault Mirage 2000 combat aircraft that was approved in January 2012. Jane's DS Forecast also anticipates opportunities to secure a contract for approximately 1,000 short and medium range air-to-air missiles to accompany the sale of the 126 Rafales, with a production value of around USD660 million.

Le Premier ministre britannique, qui se rend pour la deuxième fois en Inde depuis son arrivée au pouvoir en 2010, devra sans doute répondre à des questions sur ce contrat, le gouvernement indien ayant l'intention de prendre des mesures exemplaires pour montrer sa volonté de lutter contre la corruption.

"Nous avons interrogé la Grande-Bretagne en novembre et ils ont répondu que les Italiens étant en train d'enquêter, il fallait attendre le résultat (de l'enquête)", a déclaré à l'AFP le porte-parole du ministère indien des Affaires étrangères, Syed Akbaruddin.

Des enquêteurs indiens se rendront en Italie cette semaine dans le cadre de cette affaire, a précisé dimanche un porte-parole de la police fédérale indienne (Central Bureau of Investigation, CBI).[

Il était grand temps de s'occuper de la corruption dans les milieux militaires indiens, c'est une question également de sécurité intérieure ! Mais, j'ai quelques doutes ... car les Américains et les Russes ne sont pas encore inquiétés, sans doute des alliés trop importants ou puissants comparer aux Israéliens, Italiens, Suédois, ... qui sont de petits pays et n'ont pas d'influences diplomatique, économique et politique énorme.

sur Bharat-Rakshak et dans des blogs militaires indiens, des Américains via des agences essayaient de soudoyer, de recruter, de débaucher, ... des Indiens pour influencer des contrats militaires, fournir des renseignements, donner des contacts intéressants de politiciens, d'officiers et d'experts. Or, les services de renseignement ont été informés et jusqu'à présent rien  O0

Le pauvre, c'était vraiment pas le moment d'aller en Inde pour s'expliquer :lol: au lieu de vouloir conclure des contrats rapidement avec optimisme. IAF Statement: "One Su-30 aircraft of the IAF crashed at Pokhran Range on 19 Feb 2013 at about 1920h. The aircraft was on a night flying training mission. Both the pilots ejected safely. There is no reported damage to any civil property or life on ground. A Court of Inquiry has been ordered to investigate into the accident."

This was the fourth crash of an IAF Su-30 MKI. The previous three were on 13 Dec 2011, November 2009 and 30 April 2009.

On peut néanmoins admirer les capacités d’adaptation de Cameron.

Avant de partir pour l’Inde, Ses déclarations sur l’EH-101 étaient « Magnifique exemple de ce qui est construit en Angleterre. Preuve de la supériorité technologique Britannique. C’est une preuve supplémentaire qu’il vous faut l’Eurofighter,…. ».

Maintenant, Cameron déclare « Je persiste à ne pas comprendre pourquoi vous me posez des questions sur des hélicoptères Italiens ».

Toujours dans l'affaire de corruption, il y a également un officier indien impliqué qui avait demandé 5 millions dollars de pot-de-vins via des intermédiaires en faveur du choix de Finmeccanica.

J'espère que Dassault n'est pas tombé dans ce piège !

Je crois que les firmes étrangères d'armement devraient dénoncer à l'avenir la corruption de certains officiels indiens dans les contrats, mais ce ne sera pas facile.

En outre, Silvio Berlusconi soutient que la corruption est une nécessité :
