    GATES: The Joint Strike Fighter (JSF) program received special scrutiny, given its substantial cost, ongoing development issues, and its central place in the future of U.S. military aviation.

    In short, two of the JSF variants, the Air Force version and the Navy's carrier-based version, are proceeding satisfactorily.

    By comparison, the Marine Corps' short take-off and vertical-landing (STOVL) variant is experiencing significant testing problems. These issues may lead to a redesign of the aircraft's structure and propulsion, changes that could add yet more weight and more cost to an aircraft that has little capacity to absorb more of either.

    As a result, I am placing the STOVL variant on the equivalent of a two-year probation. If we cannot fix this variant during this time frame and get it back on track in terms of performance, cost and schedule, then I believe it should be canceled.

    The secretary announced efficiencies in modernization accounts. He said he agrees with the Navy and Marine Corps recommendation to cancel the expeditionary fighting vehicle program, which already has consumed $3 billion to develop and would require another $12 billion to build.

    “The Marine Corps remains committed to develop and field an effective, survivable and affordable amphibious tracked vehicle. To bring this capability to the force sooner rather than later, we intend to capitalize on the Office of the Secretary of Defense’s recent efforts to streamline procurement and to rapidly accelerate the acquisition and contracting processes in developing our new amphibious tracked vehicle requirement.

    “Shortly, we will issue a special notice to industry requesting information relative to supporting our required amphibious capabilities. We look forward to working with industry in meeting this challenge to field a modern and affordable amphibious tracked vehicle that will support our nation’s needs.”

  4. Made by Rheinmetall MAN Military Vehicles GmbH (RMMV), the first Multi A4 FSA protected military transport vehicle has been formally transferred to the Bundeswehr at an official rollout ceremony in Munich.

    Featuring a heavily protected driver's cab, the Multi A4 FSA does an excellent job of keeping its occupants safe from typical threats encountered during deployed operations. Capable of carrying a 16 ton-payload, the high-performance Multi A4 FSA system platform is well suited to a wide variety of transport roles. An efficient, well-protected system, this robust RMMV vehicle bridges a significant capabilities gap, enabling the German military to supply and support the growing number of remote outposts in Afghanistan it is currently setting up under a new strategy.

    By the end of 2010, the Bundeswehr will have around forty of these vehicles in its inventory, with a further 60 Multi A4 FSAs to follow in short order.

    This means that the Bundeswehr will soon have at its disposal 100 out of a total of 157 vehicles ordered thus far under a series production contract that runs until Q1 2012. Since October 2010, MAN Nutzfahrzeuge AG and Rheinmetall MAN Military Vehicles GmbH have been successfully carrying out acceptance testing of the first serially produced vehicles, which are based on RMMV’s 8x8 SX45 chassis.

    Rheinmetall Canada Inc. of Saint-Jean-Sur-Richelieu, Quebec, has been selected to supply the Canadian Army with grenade launcher systems and the accompanying ammunition. The order is worth approximately euros70 million.

    Under the "Close Area Suppression Weapon" (CASW) project, the company will supply the Canadian Army with a total of 304 automatic grenade launchers by January 2012. They will be deployed under the designation "C16 - Automatic Grenade Launcher System".

    In its capacity as general contractor, Rheinmetall Canada is responsible not only for project management, but also for complete assembly and integration of the Vinghшg fire control technology made by the recently acquired Rheinmetall subsidiary Simrad Optronics of Norway. Rheinmetall Canada is also in charge of logistical support and supplying spare parts as well as servicing and maintaining the C16 during military operations.

    This order also includes 250,000 rounds of 40mm practice and service ammunition, to be delivered in several lots.

    Canada has also contracted with Rheinmetall to modernize and overhaul Leopard main battle tanks taken over by the Canadian Army from the Dutch armed forces; the order is worth around euros17 million. By the start of 2012, a total of 42 Leopard 2A4 main battle tanks are to be refitted to meet Canadian Army standards and enable integration into existing C4I structures.

    The two orders underscore Rheinmetall's wide spectrum of competences as a leading supplier of army technology - ranging from heavy armoured platforms to individual weapon systems and the accompanying ammunition.

    Logistics Vehicle System Replacement (LVSR) General Information

    The Logistics Vehicle System Replacement (LVSR) will increase mobility, maintainability, and reliability for the heavy fleet, while increasing off-road payload to 8 tons. The three LVSR variants (cargo, tractor, wrecker) will replace the current five LVS variants. The cargo variant will be fielded prior to the LVSR tractor and wrecker variants which are options on the LVSR cargo variant production contract.

    The Logistics Vehicle System Replacement (LVSR) utilizes technology developed for the MTVR, the Palletized Load System (PLS), and other Oshkosh heavy trucks. LVSR shares common parts with the existing military vehicles, a fact that simplifies logistics and provides a pipeline of existing parts and supplies for LVSR.

    The LVSR cab-forward design provides for a two man-crew. The cab has integral armor incorporated into the cab floor to provide protection from mine blast. In addition, a removal armor kit can be added to the cab providing additional protection against improvised explosive devices and small arms fire.

    All LVSR variants use a 600-horsepower CAT diesel engine, a seven speed automatic transmission, single-speed transfer case, front tandem steering and driving axles, triple rear driving axles (two steerable), 16R20 single radial tires on all axles, and a Central Tire Inflation System (CTIS). All vehicles are equipped with tiedown and lifting provisions, and a pintle hook used for towing selected trailers up to 53,000 pounds of gross trailer weight.

    The 10x10 LVSR vehicle is equipped with the Oshkosh TAK-4® independent suspension system, also used by the MTVR. It has enhanced maneuverability from its four-axle steering capabilities and makes a complete 360-degree turn in approximately 84 feet.

    Logistics Vehicle System Replacement (LVSR) trucks are designed to operate in extreme temperatures such as arctic weather conditions down to -50°F (with Arctic Kit) and tropical conditions to +125°F.

    LVSR kiits include add-on armor kit, weapons mount, MCTAGS, machinegun and ammo, run flat kit, arctic kit, and communications installation kit

    MARINE CORPS BASE CAMP PENDLETON, Calif. --- Approaching a black dot on the GPS system, a squawk of radio static is followed by "this is command, approaching buoy alpha." The vehicle commander replies with an affirming "roger command," and a powerful roar erupts off to the left of Col. Keith Moore's rigid-hulled inflatable boat, more commonly known as a RHIB.

    The newest variant of the Expeditionary Fighting Vehicle throttles all 2,700 horsepower and lifts out of the glassy water gliding like a jet ski.

    Although the EFV program manager's RHIB has no problem keeping up with the 30 mph speed of the 78,000-pound EFV, it is a breathtaking advancement from its venerable predecessor, the Amphibious Assault Vehicle, which comparatively crawls at 9 mph in water.

    Moore is observing a demonstration of the newest prototype, EFV Personnel Variant, System Development and Demonstration-2, at the Amphibious Vehicle Test Branch (AVTB) at Camp Del Mar. The temperate climate, rigid terrain, and access to 17 miles of coastline and live-fire ranges, makes Camp Pendleton an ideal test bed for amphibious vehicles.

    "We can debark from ship, land on the beach, maneuver through the training areas and [conduct live fire] without interruption," says Sgt. Tom Bauras, a test operator and one of the vehicle crew members in the demonstration. "That's why it makes sense to have the test branch here."

    Bauras noted that in addition to Camp Pendleton, his team has also tested the EFV at the Marine Corps Air Ground Combat Center, Marine Corps Mountain Warfare Training Center, as well as DoD facilities in Alaska and Hawaii, ensuring that Marines can employ the vehicle in any clime and place.

    The vehicles are subjected to a list of prescribed tests designed to stress the EFV in every aspect according to Maj. Shaun Doheney, deputy director of the test branch.

    Throughout the developmental testing, Marines, program managers and engineers from General Dynamics Land Systems, the main contractor, collaborate on necessary improvement to the prototypes. To date, more than 400 engineering design improvements have been implemented since AVTB became involved with testing the first EFV prototype in 2003.

    Test operators like Bauras contributed to the vehicles’ overall development and improvement such as the addition of a whale-tail exhaust system. The new exhaust system disperses heat down and outward from the vehicle, instead of straight upward, reducing the heat signature of the vehicle.

    The AVTB is staffed by 53 Marines and 25 civilians who are currently conducting testing on eight EFVs manufactured in Lima, Ohio.

    The EFV is expected to enter limited production in 2012 and the Marine Corps has planned to field 573 vehicles by 2026 according to the EFV Program Office in Woodbridge, Va

    (Google Translator)

    http://www.defesabrasil.com/site/not...m-a-italia.php

    (Defesa Brasil) - An agreement of intent was signed today by Defence Minister Nelson Jobim in Brazil, by Navy Commander Admiral Julio Soares of Brazil de Moura Neto, the Chief of Staff of the Italian Navy Admiral Bruno Branciforti and the Under Secretary Defence of Italy, Guido Crosetti.

    The agreement of intent firm the option of the Ministry of Defence of Brazil and Navy of Brazil by the Italian military equipment that best match the needs of Brazil. This is not a contract of sale.

    Brazilian intentions with this agreement are to acquire for future construction projects in Brazil from 5 FREMM class frigates, 5 class patrol ship Oceanic Sirio (Commander class changed) and a logistics support ship that can both be class Etna as can be developed a new ship together. This measure aims to modernize the fleet part of the Navy of Brazil, and thereby ensure the complete fulfillment of the tasks assigned to the Navy for the National Defense Strategy.

    new rifle is being bought for troops in Afghanistan that will improve the long-range firepower available on the frontline, the Ministry of Defence announced today. The Sharpshooter rifle will fire a 7.62mm round and will enhance accuracy of engagement during longer-range firefights with the Taliban and this weapon will be used by some of the best shots in the Infantry.

    The Sharpshooter will complement the already potent range of weapons used by our forces in Afghanistan, which includes:

    -- SA80A2 assault rifles, which fires 5.56mm rounds;

    -- Light Machine Guns, which fires 5.56mm rounds;

    -- General Purpose Machine Guns, which fires 7.62mm bullets;

    -- the Combat Shotgun, which fires 12-gauge shells;

    -- the Sniper System, which fires 8.59mm bullets;

    -- Javelin Weapons System, the integrated fire-and-forget missile system.

    More than 400 of the semi-automatic Sharpshooter rifles have been bought as a £1.5M Urgent Operational Requirement. It is the first new Infantry combat rifle to be issued to troops for more than 20 years.

    Training on the rifles will begin in mid January 2010 and the first batch will be sent to Afghanistan later in the year.

    Minister for Defence Equipment and Support, Quentin Davies, said:

    "Troops in Afghanistan are already bristling with a variety of weapons they can use when fighting the Taliban. The Sharpshooter rifle adds to this arsenal and provides them with an additional, highly-precise, long-range capability. This is a concrete example of where we add to our range of equipment to ensure our brave forces have the best kit available to them on the frontline."

    Colonel Peter Warden, Light Weapons, Photographic and Batteries Team Leader at Defence, Equipment and Support, said:

    "The Sharpshooter rifle is very capable and has been bought to fulfil a specific role on the frontline in Afghanistan. It is a versatile weapon which will give our units a new dimension to their armoury. It will complement the SA80A2 by adding to the weapons available to Commanders on the ground. The Sharpshooter's capabilities are also complementary to the current Sniper System.

    "Initial feedback to the rifle has been very positive and the Army units deployed in Afghanistan are very keen to get their hands on it."

    New sights to be bought for the Sharpshooter rifle include the ACOG 7.62 mm x 6 day sights made by Trijicon of the USA and Magnum Universal night sight sourced through Omni Tech Partners of the USA. Both sights are being bought by Beechwood, the UK agent and distributor for Trijicon and Omni Tech. Personal Laser Range Finders will be provided by Vectronix, Switzerland.
